Can't run MS Install

It's IE8 I've got. Can't go any higher with XP, as you know.0

Update: Windows Recovery Console run and FIXMBR carried out. No discernable difference in performance. Also, windows updates came in today and were installed properly without difficulty. Still cannot install MSFixit or update Adobe CS3. Opened a thread at Microsoft Answers, no solution there yet but have diagnosed that I have Win Installer 4.5 running (the latest version).
My instinct is telling me the problem lies elsewhere.0
