Speeding Fines For Foreigners

Not sure if I am on the right forum, but one of our employees from the USA was driving a hire car and he has been done for speeding (37 in a 30 limit).

I will soon get the Notice of Intended Prosecution where I would normally fill in the details of our UK drivers. I have this guy's details but what would the police do, would they follow it up or just write it off. Can they endorse a foreign licence?

    Yes the points will go against a UK driver number.

    You fill in the foreign driver's details as you would for a UK driver. You'll probably then get a load of crap from the Camera Partnership who will assume you are pulling a fast one. As you are a company you will have log books and so on to support your claim that this person was driving. Up to you if you supply copies at the same time as you fill in the NIP or wait until they ask you.

    The Camera Partnership will then write to the driver and they will be asked to apply for a "UK Counterpart" driving licence which will then be endorsed with the points and will be asked to pay the fine. Should they end up moving to the UK within the next 4 years and thus exchange their US licence for a UK one, this will have their 3 points on it.

    If the driver chooses to ignore the letter and not reply then he will be summonsed to court and if he ignores that he will be treated like anyone else who has committed a minor criminal offence and then left the country, which is to say probably not very much but he could be arrested if he ever comes back. Given that the points will have no effect on his US driving licence or insurance and the fine is quite small I wouldn't recommend doing this.

    It'll go against a notional number created for the foreign driver, from memory what they do is create a record for the driver (giving him a UK DVLA licence reference number), even if he never actually has a UK licence as such, he'll have points on his "licence" as far as the DVLA etc are concerned.

    Does the guy actually have a UK driving licence??
    Or is he a "transient"?

    Only from driving in the UK though.

    Read that but it doesn't say anything about dealing with driving licences that originate outside of UK and the EU.
