I agree.... it's a load of twaddle from a health point of view and total scaremongering. It used to be the case that they said it was advisable to NOT switch a vacuum cleaner on/off near your TV because the EM field could cause problems to the tube (cathode-ray..... so 'radio-active'!), yet they never advised to NOT use a vacuum cleaner!!

OP... nobody is getting at you, it is perfectly understandable that you should be concerned by such a thing being flagged in your survey report.... but I certainly do feel annoyance at the surveyor!
Switching on a vacuum cleaner close to an old style CRT TV could cause magnetic related issues that caused the screen to produce weird colours due to the strong (and close by) magnetic field created by the vacuum's motor. It was never a health risk but caused the telly to give very odd pictures that would normall be cured by turning off the TV for a few hours.
Back to the OP's question.... my main concern is hearing the hum from the substation in quiet times such as night... some poeple are more sensitive to mains hum than other people (who just thing they're making it up or nuts!) but as someone that does hear and find mains hum very irritating, I'd be concerned enough to view the house later in the evening to see if I could hear the hum.
As for electricity causing other health issues - well who would want to live underneath a pylon? - not the same as a transformer/substation but nevertheless........
