Nosey, me yes. I am in the hotel industry after all. (A gleaming shiny new one!)

If the OP is going to court to recoup their money, they will need evidence of their bad stay, which I assume they will have.

I dont understand then why naming them on here would impact that. THe judge would still have the evidence about whether service was delivered or not.

    And Trip Advisor doesn't?

Any review on Trip Advisor is only going to be read by people considering staying in the hotel in question. So it's a considerably smaller audience.

Because the defendant can counter claim that I have libelled his business which would be frowned upon in the case of an evidential hearing.

It never looks good to come across as vindictive when court proceedings are involved. Far better to wait until afterwards to name and shame, when the detail of the case has been proven in court. Even then the comment should be factual and provable.

Report it to local trading standards, and, if you've been defrauded, the police. They're the ones with the powers to investigate, if warranted. Once everythings done and dusted and the case has gone to trial, if you still want to make a stink as a way of having the last laugh, add reviews to whichever review sites you fancy, following their t's and c's, and put the video you undoubtedly made onto youtube. If you don't have video footage, the tv companies will be unlikely to be interested. Sadly, there's plenty of con merchants out there, and the tv companies have their pick of cases to choose from, so without some footage to excite their interest, you're probably on a hiding to nothing..
