The single yellow out on the adapter is RCA/phono composite video. You connect that to the single RCA yellow socket on your TV. That will give you video.
You won't get audio out over vga. You'll have to use the PC's soundcard socket to the red/white RCA phono sockets on the TV. Google for a suitable cable.604!0 -

Thanks. I was going to get a 3.5 to RCA but I thought the box would have included it. Thanks again!
(PS: How well will it look over RCA though? I heard bad things about how crap it makes the video look. I only want to watch movies on it.)0 -

Tbh on an old 28" PAL CRT it's not going to make that much difference whatever video source you use as you'll only get 720x576i@25Hz resolution.
Plus it's Hobson's choice with the equipment you've got!604!0
