Banks will let you stop a lost card without giving any passwords - they will even let a third party stop a card (e.g. if someone finds it in the street and phones up to report it, the bank will cancel it). However they probably won't issue a new one until you provide the passwords or answer several security questions.
A useful tip is to store your bank's lost and stolen card helpline in your phone. Obviously if your phone was stolen too, that wouldn't help, but at least if you still had your phone, you could call and stop it. You can also report the loss of a Visa card to any bank displaying the Visa symbol, whether they issued the card or not. However, they may not know what to do as it's not very widely known or done.
If you do ever find a purse in the street, call the issuers of any cards in the purse and let them know you have the purse and your contact details (or if you've handed it in, where to). Many banks will call their customer to let them know where the item is, or at least will put a note on the account so that when the customer calls to report their card lost, they can be advised where their purse/bag is.
I recently had a customer re-united with £400 cash because a kind person found his wallet in the street containing our bank card and some cash. He called us, and I was able to call the cardholder to let him know where his wallet was. He was, obviously, delighted.Amazon sellers club - member number 63.

Yup, hubby stopped my cards for me as I didn't have the number on me. I was really worried as I had the money for my car in there. Couldn't you appeal about the parking ticket? Tell them you'd been robbed and were reporting it to the police at that time. You should have a police report number.0 -
Re Parking Ticket I would get a copy of the police crime report and send it to the Council asking for the fine to be revoked due to exceptional circumstances.
