Sixt Car Rental Problem - Frankfurt

Hi,
I'm looking for some advice on how to proceed with some disturbing issues related to a recent car rental from Sixt Frankfurt/Munich in May 2011. We used Sixt based on a recommendation from a friend.
It was our first trip to Germany, and we started out in Frankfurt Airport excited but tired from the 11 hour flight from California. We had reserved a car with a navigation system and automatic transmission since we were unfamiliar with the area and figured we needed all the help we could get.
The check-in desk didn't have one available when we arrived, but she said if we wanted to wait a bit she could check on what other options there were. After about a half hour of looking she found a car with auto-trans and nav system, but it required us to upgrade and the car had just been returned. She told us it had not yet been washed We were eager to get on with our vacation and agreed to take the car unwashed. (still unseen).
When we went to pick up the car in the garage, my husband noticed some gunk on the back bumper and pointed it out to the man who gave us the keys; he shrugged and made no indication of needing to record it. We continued on out of the garage expecting that there would be a manned exit gate where we could mention it, but it turned out that there was no such gate.
At the end of our vacation when we returned the car to Sixt at the Munich Airport, we were told to simply leave it, and no examination of the car happened at that time. Two weeks after we returned home we received a letter telling us there was damage to the bumper and please complete this accident report. Since we did no damage, we returned the accident report and a separate letter indicating that no damage was done to the car during our rental period, and explaining the circumstances under which the car was delivered to us. They promptly sent us a repair bill for over 1200 Euro, including pictures of some very obvious damage to the bumper which was definitely not there when we dropped off the car. The gunk was still there too.
I'm quite upset that I'm expected to pay for something I did not do, and I will be sure to spread this story to anyone I know who may be thinking of renting from Sixt.
Does anyone have any suggestions about who I can contact or how I can contest this unfair charge for damage that was not done by us or during our rental period?
