Awful service from 3

Hi all, I've come to my wits end with 3 and so have come here for some advice.
For months I've had a lack of signal on my iPhone, I'll be lucky to get 1 bar. In the past month and a half I have been getting 'Network Lost' notices on my phone and it is constantly 'searching' for some signal. Note this is all taking place at my home address and seems to be fine elsewhere.
I rang 3 on the 4th of June to ask why my signal was so bad, they said there was 'maintenance work' for the mast in my area going on and should be resolved by the middle of June.
So why didn't they let me know of this before I had any problems?
I rang 3 again around the 28th of June as the problems were still occuring, no signal, no one can ring me and I cannot use the internet. They said the maintenance work was still ongoing and to wait a week.
So again, I rang today saying I wanted to cancel my contract. I do not believe there is any maintenance work and they are having me on. The cancellation team apparently can't cancel without making me pay a cancellation fee (the remaining 15 months of my contract) and also sending my phone back to them!
Who can I escalate this complaint to? If anyone has any advice it will be greatly appreciated.

    Head office (executive office?) - many customers were successful with cancellation after complaining there.
    Search the board for the address.

    The problem with *all* the networks is that they have a clause in their T&Cs saying something along the lines that they do not actually guarantee a service... so cancellation without ETF is down to goodwill rather than any contractual obligation. For example I know Voda can sometimes have masts down for many months before they are fixed (or not... looking at their fault boards, there's one in Camden and one in Kensington that have been down since December!)
