Does anyone know the best and cheapest way to hire a car in New York or Connecticut?

Two tips. "UK-facing" websites ... i.e. car hire brokers (CarHire3000, eBookers, Expedia etc) based here or marketed towards UK tourists heading to the USA usually undercut the best rates available from rental companies in the USA. So shop around. Second tip, rent away from the airport from slightly lower rates. Enterprise is the most prominent rental chain to offer a free pick up and collection service at the beginning and end of you rental. I've used them many times in Canada and the USA.
As for insurance, search online for car hire excess insurance. Decline any excess (or "deductable" in American English) at the rental counter and if you have an accident, you can claim back from your own personal excess insurance any sum taken from your credit card.0
