    Paypal will not refund at all without proof of attempted delivery to the seller. That means it has to be showing as delivered to the seller, but avoids the loophole where a seller will not accept any recorded packages at all to evade responsibilities.

    The buyer is at the complete mercy of the seller if they don't even get a POP for the item. However, by the same token, if the seller is trustworthy and the buyer for some reason has no reason to fear that the seller will not refund money or claim they never received the item, then they needn't send it recorded. Like in any situation where you have cause to use a signed for method of delivery, that is mainly for the sender's benefit rather than that of the person who is receiving it.

    Hi thank you for all your replys .I have sent him a second email asking him to let me know when he posts it etc so i can keep a look out for it,but hr then sent ma an email wanting me to confirm i will refund him the postage,How do i stand regarding this do i have to give him a refund of postage will paypal pay him anyway,I know some of you might say good will etc give him the postage but he will give me back bad feedback anyway

    I know Crowqueen has already answered but I wanted to make sure that newbies reading this are aware of the difference between needing to cover themselves against loss and covering themselves against a dodgy seller. Everything of value sent in the post should have a POP in case of loss. Even if you send aunty Phoebe a jumper for Christmas, if it doesn't arrive you can't claim anything without proof of posting.

    If the seller is dodgy and is likely to pretend they did not receive the return then without proof of attempted delivery paypal will not refund them. (Once again I reassure the OP that we consider her not to be one of these dodgy sellers)

    However in your scenario where item is lost paypal will still not refund the buyer, but buyer can claim loss from Royal Mail, as they can with POP.
