mobile phone trackers/ability to check if a phone is in use

Can someone tell me if any phone can have a tracker on where a person can find out the wherabouts of another person via the location of their mobile phone.
Also is it possible for a person to be notified if a a mobile has made or received a call....

There are apps for Android that will show where your mates are, but only if they opt in for the service.

If you mean can you covertly find out where someone is without them giving you permission, then no (unless you work for one of the networks and then its a piece of cake)...

Police could do it if they were investigating something (I think) - otherwise no.

i suppose if you have control over someones phone ultimately then you can set up one of these things i suppose without them knowing - would there be details in the persons phone to suggest this is whats happening.
is there anything where you can request to be made aware if a different mobile no is receiving or making calls....... sorry just need to be sure im understanding right
