That is true, apparently an advert in the paper would be enough to comply, although I'll put in a bit more effort than that.

There is a service called traceline which is through the benefits system. So basically if he is registered with a dr etc they can trace him. You need to explain to them why you want to trace him and then they will forward a letter. I know that it has to be in the person you are looking for's interest, which I should think this would be. There is a charge of about £15.0
