Am I reading correctly that you would rather have tilt than recline? The recline function is far better because you baby can be in a flat (or almost flat) position rather than the sitting position and tilted back.
In answer to your question though yes it should be as described to you but proving what you were told won't be easy and how far are you prepared to go. A compromise might be to request a seat unit that tilts but obviously this would need to be in a different colour. If they say no you have to be prepared to enforce your rights. If you paid by credit card then you could challenege their stance that way.0 -

that is how my pink pram looks when reclined and tbh i think it looks bloody stupid... it looks like its got an extra part that shouldnt be there0 -
this may be worth a shot, email the manufacture with the link to the one I put on and state why the picture shows it can be reclined back, which is what you want it to do, and why it does not do that. all the descriptions I have seen with other shops state it is multi positional and the thing is they supply the shops with the descriptions, maybe even mention trading standards might be interested in how they are missleading people and see what the response is. it may be that it can be done but not in the way that shows for the others ie lifting the latch in the hood.0

All they need is a decent set of wheels and something you child can sit/sleep in. You can pick 'good ones' up for £100.
