Car Hire breakdown

If you look in most car hire company's "terms and conditions" it is very difficult to find any information on what happens when your hire car breaks down. We recently hired a car from Hertz in Italy(Ancona airport) and after a couple of days we lost all power (turbo packed up) and called Hertz assistance as told by the local office. The breakdown lorry turned up and the driver managed to get the car going again. The following day it broke down again and we rang the Hertz office and said the car was unreliable and we wanted a replacement. We were told that WE had to find our own way back to Ancona (over 200 miles) and they would replace it. Their policy is NOT to deliver a replacement car for a breakdown, so that when THEIR car breaks down, the CUSTOMER has to work out how to overcome the problem of getting a replacement!!
Has anyone else had a similar experience and is this "general practice" in the car hire industry?
