I think these staggered increases are designed to stop customers from using section J5 of their terms and conditions, ie:


"If Virgin Media Ltd, Virgin Media Entertainment and/or Virgin Media Payments:
a. increase their respective charges under these agreements;
you may cancel those services affected without penalty by giving Virgin Media Ltd, Virgin Media Entertainment and/or Virgin Media Payments (as applicable) at least 30 days' notice."

What they're doing when customers phone up to give 30 days notice due to the price increase, is tell them that this section doesn't apply because the increase is less than 10%. It doesn't mention this 10% anywhere their terms and conditions, but this is the outright lies they are telling customers. And by staggering small increases over the course of a few months rather than imposing a large one all at once, they think they can get away with it.
