I have been a seller on eBay for around 7 years so I am aware how it works.

I have had many recorded delivery parcels go missing when I have been the buyer and the seller. I don't expect the seller to refund me until 15 working days have passed since posting the item then they can then put a claim in to Royal Mail. The OP's parcel was posted on 13th June, so if we class Saturday as a working day (since Royal Mail deliver on this day) then only 11 working days have passed. The parcel could turn up in the next few days even though sometime they never do.

Unfortunately how we act as a buyer doesn't make any difference to what is expected of sellers. It is completely unreasonable for any seller to expect a buyer to wait too long for a refund. If you are happy to wait, then that is fine, but for the purposes of the original question the OP should consider starting a claim now purely because the seller has indicated that they don't refund willingly. Once a seller starts on that I go straight to a claim on the basis that paypal won't refund anyway for a further 10 days .

If a seller is reasonable then I'm prepared to wait longer.

Yes agree with nearly everyone, the seller should have refunded by now. I had something go missing in March I think, and still haven't had a response from my claim with RM. It would be completely unreasonable to have made the buyer wait til now to get a refund.

I would open a claim with paypal now.

    too many comps..not enough time!

I agree on opening a Paypal claim. The seller will then be asked to supply tracking information which s/he has. Paypal will put a temporary hold on the money until the claim is closed and almost always favour the buyer. Since the seller has tracking information and can't make a claim until 15 working days have passed then I don't think the seller is being unreasonable about refusing to make a refund just yet. Once the 15 days have passed and the seller has put in a claim to Royal Mail then of course the seller should then refund.

Also if the seller makes you wait for this amount of time, bang goes your paypal claim as you will be way past the deadline

The tracking is immaterial here as it does not show delivery. Therefore it does not stop the clock. Therefore OP puts in a claim, and unless tracking proves delivery he is guaranteed a refund on day 10. There is no maybe about it, the buyer will definitely get a refund on day 10 if tracking does not show item received by buyer.

If seller allows paypal to make this refund on their behalf through the held funds then it counts as a strike on the seller expanded dashboard. So seller still out of pocket, has a strike and a probable neg. All this can be avoided if sellers work with their buyers and not start telling thme that the RM claim is somehow important.

I have never left a neg for an item lost in the post, however, if a seller allows the 10 day paypal claim elapse without refunding me voluntarily then I would neg them to warn other buyers to avoid this seller.
