An informal challenge is made before a NTO and representation is made after a NTO, The time frame also adds up to a ATW rather than a postal.0 -

So the Council does wrong - which is a procedural impropriety about which the registered keeper can rightly object - but you are so blinded by perceived authority that you think people should just pay?

I have been driving for over 15yrs. I HAVE NEVER RECEIVED SO MUCH AS A PARKING TICKET!
I have ALWAYS had full comp insurance and I'm fighting breast cancer (3yrs and still here). So I enjoy shopping - live with it!

If you read the original post, the OP states that they received a ticket while out in their partners car. Therefore they KNEW about the ticket. So why then appeal? Unless they are trying to get out of paying.
If you lived in an area where people constantly park without regard for either the residents of that area or other drivers safety then I'm sure you'd have the same view as me!0 -
I do live in such an area but we must agree to disagree then! Years ago I got a parking ticket from a Council and more recently I was lucky enough to get a fake one from a scam private company in Sainsburys. Paid the first (should have appealed, with hindsight, as there was no sign at the single yellow line...).
Do you honestly think that everyone who 'knows they have got a ticket' should pay it? Even when the Council has made a huge error? I think it's a shame that there are credulous people like you who are so willing to roll over to pay money to any perceived authority even when wrong or unfair. I believe it's important to question things - that's how people here know that private parking tickets are a scam, after all.
Personally I would appeal any Council ticket and bin any private one, whatever the circumstances. It's the same for most of the regulars here due to the experience of knowing that private tickets are a scam and Council ones are usually wrong in some way.
P.S. I am sorry about the harsh tone of my last post to you, but then you did tell the person victimised by the bumbling Council, to Shut up! As for the education comment, I cheerfully admit to be pedantic about spelling and I am afraid that misuse of 'your' is so prevalent these days I could scream, as it's not exactly difficult to shorten 'you are' to 'you're'...:)PRIVATE 'PCN'? I came back on to post "sorry" to the OP if I flew off the handle and miss read the post.
I live next to a very large hospital that is getting 500million refurb and new build. We HAD to have single yellow lines painted as patients & visitors to the maternity hospital would just park anywhere they liked - mainly 1/2 way up the pavement leaving little or no space for people to get past. We had 30 - 40 cars at the front of our estate blocking the only road in or out. We couldn't get our rubbish uplifted.
The residents feared for the safety of the children as we've never had a problem with cars until this work started.
I have lost count of the number of people I've pointed the yellow line to and saved them a £30 ticket or worse; getting their cars lifted!
I feel very strongly that if you park in the wrong place; my pet hate is people who park in disabled bays to use cashline machines, you should get
fined.
My other pet hate is people who don't pay their Council Tax but still expect their rubbish to get uplifted.0 -

Not really that simple, I wish it was.
Sometimes the lines & signs are unclear so the person may not think they have parked in contravention.
Sometimes a person parks a car and the next day the Council slaps up an unenforceable suspended bay cut & paste 'sign' that they think is 'good enough' then issue a PCN to the cars already parked there. Does your Council enforce suspended bay PCNs even though no doubt your signs are not compliant?
Sometimes a person asks a passing CEO 'can I park here?' as they are confused about a shared use bay. CEO says yes then hides & slaps on a ticket when the person has gone.
Sometimes a person's P&D ticket or permit falls down and they get a PCN.
Sometimes a CEO slaps a PCN on a car on a yellow line, when in fact the driver is loading/unloading or assisting a child or elderly or disabled person to alight and get inside a house. Five minute observation is NOT enough but the Councils think so - even though you have 20 mins to unload & get receipts signed, etc.
And of course in a private car park you can get a piece of rubbish passing itself off as a PCN for having a red car, or any old made up 'offence'. Because the scam companies make it up as they go along and sadly, lots of deluded people actually pay up!

Hahaha, really? Talking of CEO fun & games, did you like Parking Pataweyo, the Harry Enfield character last year (youtube it if you missed him!).
But then private parking prats aren't real CEOs anyway and the tickets are a scam (you quoted my paragraph about fake tickets). BTW do you in the Council Parking Dept all know that private tickets are a worthless scam? Your colleagues wouldn't actually believe and appeal one would they?
