most councils dont have a dog warden any more
Hi sorry to disagree
but all councils have to have a dog warden as the police no longer get involved with anything related to dogs..................
If you ring the council they will come out the owner will be given a warning and you dont need to give your name so no one will be the wiser but I wouldn't take the dog into your home as they will accusse you of stealing it

I generally don't have an issue with dogs being outside whilst owners are at work and I bet a lot would prefer this than being held up in the kitchen or something.
I cant get my dog to come back in the house when I am leaving for work in the morning she sits at the back gates waiting for passers by to stroke her - she does have a kennel but doesnt use it never mind if it is pouring down. I do leave her indoors during really cold days in winter and when it is raining in winter.
The barking is an issue though - phone your council and report it, in the past I have found them great at dealing with dog barking complaints.0
