Dog Left In Garden All Day

I live in the upstairs flat in a converted house and the people who live downstairs leave their Dog in the garden all day. I'm not sure if they do it when they are indoors or out because i'm at work but my daughter was home today with a Migraine and she said she hasn't been able to sleep because of the Dog barking all day.
She said she has heard it out there before when she has had the day off from College so they must do it everyday. They left it outside when it was raining once as well. The Dog is barking constantly poor thing and I had a look out of the window and I don't see a shelter for it.
In the mornings I hear it in the garden from 6.30am until I go to work and as I get home at 2pm then it's obviously how long it is being left and it's a wonder the neighbours haven't reported them yet.
It is healthy though so apart from this issue I would say it is well cared for so the RSPCA are not interested as it is not neglected as in not underweight or abused. The thing is I don't want to report them as I have only lived here a month and don't want to make enemies of them. It is a mum and older son who live there and everytime the man's mum goes to stay with friends or relatives he has a party and the music is so loud our pictures and photos sway of the walls and we can't sleep but during one party he had a row with someone and started swearing and shouting all night indoors, in the hallway and in the street so I don't want to cause trouble with him just in case it makes matters worse for us living here.
Sometimes I feel like getting the Dog and bringing him inside when he is left.
What would you do?

Hi Kimberly, owners have a legal obligation to provide more than just food and water - they must ensure their dog has adequate shelter/suitable living conditions.
Have you tried your council - they're likely to have a dog warden who may be able to pop round, check the living conditions are acceptable and also have a word about the barking.

If the dog's friendly then bring him in. I would.
Seriously consider contacting the council's noise pollution people - dog barking comes under that. And the parties certainly do!
Why don't people treat animals well? Makes me very cross. Where I live there are plenty of dogs left all the time in the garden. They might not bark all the time but it's still so cruel. Some never ever get walked. RSPCA don't want to know as they're fed and not beaten or anything. Grrrr :mad:

There was a woman up the road here who left her little terrier dog out all day and night, even when she was in the house. It had a rickety old shed to live in, she put a plastic sheet over the top because it was probably letting the rain in.
I made a point of talking to her when I saw her, saying what a nice dog she had, and if she didn't have time to walk it I would take it out. I took it out a few times, but she didn't seem to understand that the dog could get lonely spending all that time in his prison. It kept running away and going to my firends house who has a dog. She knew where it was but didn't ask for it back. We were hoping that she might hand it over to him. One day she asked for the dog back and now she hasn't been around for a month and we don't know where the dog is.
Perhaps you could ask if you can take the dog out, Kimberley. Make friends with her, and she might let you keep it.

Would the Council keep me anonymous? To be honest I doubt they would do anything. I'll ask the people downstairs when I see them next if they know he barks all the time when left and see what they say. Maybe they don't realise. I can't bring him indoors because I have Cats and i'm not sure what he is like with them as he is a JRT and i'm not going to put the Cats at risk. I just feel sorry for the Dog especially when it rains.0

Environmental Health at the local council deals with noise complaints. Addressing the barking will hopefully have the side effect of ensuring the dog spends less time outside.Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0

A neighbour used to leave her dog outside all day from 730am till 630pm while she was at work. The poor thing was always cold and wet, and pathetically grateful if I stopped and stroked him through the gate bars.
RSPCA were called, checked the dog, verified that he came indoors at night and said everything was fine.0 -
Had a similar situation here.
Dog left outside all the time, have been told he's NEVER been in the house. Has a small outhouse to sleep in but no door. Was there all through the last very cold winter. Never taken for a walk.
Always so pleased to see me. Other neighbours keep an eye on him, give him treats.
RSPCA say that as he's a guard dog and being fed its OK.
Well, no it's not. I thought the Animal Welfare Act was supposed to deal with this.
I am so cross about it but if the RSPCA won't act then who can :mad:0
