    its not a stump its a thick root.
    dig a hole (to allow access) and use a normal axe or a tree saw. chainsaw if needed.
    Get some gorm.

    If access is limited another option is a standard drill with a wood bit on the end and "nibble" the root away followed by the root killer (KSB, KBS?) if your neighbour is happy.
