Update its failed and wont boot now.

It appears to be freezing during POST. On the splashscreen OP has 2 choices, F2 and F12. The latter accesses the boot menu to select Dell's Diagnostics hidden partition. We've already determined that does nothing.
The next thing to try is F2 to get into the BIOS. If that is frozen and doesn't work I'd be very surprised if it will boot from a recovery CD, but you never know.
After trying F2, if it works OP can go down the Vista Recovery route or use Dell Diagnostics from the Dell CD. If it doesn't work, then I would suggest selective removal of components.

OK, just to be sure - are you continuously tapping the F2 key (or F12 when you tried it) as soon as you switch the power on or are you just pressing it once? If only once, try the continuous tapping and report result.604!0

OK you've done about as much as you can for now.
The next steps involve opening up the PC and doing stuff inside. Are you comfortable with that? It's really easy and there's tons of video guides on YouTube you can follow.604!0
