The old style storage heaters as you seem to have are pretty useless. Modern ones are much better, much more controllable and, if sized correctly and used correectly in a decently insulated house, will keep you comfortable untill late at night for temperatures down to below zero (but not much below!). So chalk and cheese, bet even today's storage heaters are no match for the convenience gas ch.
Of couse, the electricity companies could immediately make them excellent and cheap (and extremely efficient for our electricity supply system) method of heating by simply having a 2 or 3 hour afternoon 'boost' period (on cheap rates, well before the afternoon peak). But don't hold your breath for that!
All in all, I'd say if you have old storage heaters, a viable option is to buy new ones which will give you an acceptale heating system rather than a great one, but you'll save quite a few thousand quid in capital and yearly maintenance costs and hassle (compared to gas for example). One big upside of that expense though would be the likely increase in house value with gas ch compared to e7.0 -
