Ok, so say you go ahead and do this, what happens if after making the claim they decide to do a compliance visit and you all get caught out and get prosecuted for fraud, will you still feel justified in doing what you did?

Where is the act of fraud in politely declining to accept payment?

There is no intent to secure personal gain.

You are telling them the child has moved out in order to stop child benefit, therefore when the child makes the jobseekers claim what address are they going to give.....another family member?, or say they are living on their own?
One lie leads to another and another and so on, you are teaching the kids it's ok to lie for financial gain!!!!

Yes there is, the whole point would be to gain more money by claiming JSA instead of CB.

Sorry, run it past me....someone else may start a claim for benefit in their own right - this has nothing to do with their parent, not least from a fraud perspective.

There may be moral/ ethical arguments, but fraud - no chance.

I'm not sure the authorities would view it that way. In a nutshell, the OP would be lying in order to enable her son to claim JSA. And as Nickybat says, it could cause problems when he tries to claim from the same address.

Moved out to live independently, encountered barriers and had no support mechanisms to provide assistance so returned to the parental home - don't see the issue.

And how could you prove it wasn't done for benefit gain only?.......you couldn't.
And when claiming jsa you must report any change in circumstances , ie, change of address, so why didn't you do this?
