Have you looked into your friend endorsing the cheque over to you? Not sure if it's possible, but might be worth a quick look0

Or even taking the hit in fees and cashing it at The Money Shop or similar?
CIFAS markers are usually noted on a Credit Report but as the poster above has stated you NEED to check out what info CIFAS holds (if any) and also ensure your friend is on the Electoral Roll.
If both of these are clear and they have ID they should be able to get a savings account at the very least and hopefully a basic bank account.0 -

This happened to me turns out it was because my previous partner and I both had the same first initials and they thought i'd tried to pass myself as someone - dumb asses! I lost a job over it. I called them and they realised their mistake and took the marker off!
