    Happened to me.

Very.co.uk put my parcel in a bin - but i was away for a week.

When i returned - bin emptied - no items.

    My claim was with Very.

Very's claim, had they been bothered , was with HDNL.

Your claim is with the seller - Sellers claim is with the postal service.

People are saying the responability lies with the seller and I agree, but the seller is in America so is not covered by English law so trying to force a refund direct from the seller may not be the best option, go for a chargeback/paypal dispute instead.
If at first you don't succeed, maybe bomb disposal isn't the best career choice.

A chargeback/paypal dipsute IS acting against the seller.

Thats exactly what we are all saying. If the seller won't pay - claim back from him.

I ordered some items from the USA, piad for and shipped etc. When it arrived at my home the postwoman put the parcel in the green bin as apparently it was too big for the letter box. I'm sure you can guess the rest! Yes bin emptied and no parcel! I do have the card which the postwoman wrote that she'd left it in the bin.

Now the Royal Mail here say the sender has to claim from the USPS reimburse me and then USPS claim back from the Royal Mail - she's contacted them and they can't/won't help.

So at the minute I'm $140 down - how the heck do I get the Royal Mail to cough up?

Sadly, not enough for a section seventy-five claim, but you might be able to claim a charge-back.
The greater danger, for most of us, lies not in setting our aim too high and falling short; but in setting our aim too low and achieving our mark

Thanks for the advice. After speaking to Consumer Direct they tell me the RM should pay as I've been 'doorstepped' That is the fault of RM and no one else as everyone has fulfilled their part of the contract. So onto 'Escalated Consumer care' next.

Giddy up old fella cos the moon is mellow and bright,
There’s a coyote crying at the moon above,
Carry me back to the one I love,
And you old faithful pal of mine.
