Missing parcel help please

I ordered some items from the USA, piad for and shipped etc. When it arrived at my home the postwoman put the parcel in the green bin as apparently it was too big for the letter box. I'm sure you can guess the rest! Yes bin emptied and no parcel! I do have the card which the postwoman wrote that she'd left it in the bin.
Now the Royal Mail here say the sender has to claim from the USPS reimburse me and then USPS claim back from the Royal Mail - she's contacted them and they can't/won't help.
So at the minute I'm $140 down - how the heck do I get the Royal Mail to cough up?

how did you order them?
The royal mail is unfortunately right, the US shipper has to claim undelivered and they will then reach out to the royal mail - just make sure the royal mail make a note on the system to say your delivery was lost and incomplete.
If you paid paypal then you have the option of filing a complaint and requesting chargeback - same thing if its a credit card, you can claim no delivery of order.0 -

I've contacted the seller who says USPS won't help this is what her reply was;
I spoke with USPS international inquries today and they said there is nothing they can do from their end on this because of the class of mail it was.(first class international) When shipping first class international or priority flat rate there is no tracking, therefore they will not start an inquiry, which is what I was afraid of. Perhaps your post office is not understanding the class of mail it was sent as.
I asked if they could send some kind of paper to show it was processed and they said there is no so thing for 1st class mail. He advised that you complain to a Consumer Affairs department at your main post office if you have one. I am sorry there is not more I can do.
I hope this works out okay for you.

How did you pay?
If the seller sent it First Class international that is thier lookout - they should always use tracked services, in the US the USPS do this as express mail - your shipper has been tight and is paying the consequences.
The shipper is ultimately responsible for the goods getting to you in usable condition, so you may need to charge it back if possible...0 -
OP, how about writing to Royal Mail accusing them of negligence?
Clearly the delivery lady should never have put your package in a rubbish bin. That is just plain silly.
Yes, RM's rules do say the claim must be submitted via the carrier in the US of A, but common sense should prevail.
Everyone knows, and you have proof, that RM put the package in the bin.
However, we are talking about Royal Mail here.
Maybe enlist the help of your MP if you get more trouble from RM.0 -

I disagree
this isnt a straight lost item claim
the item has gone missing directly down to RMs handling of the item(i assume the OP has a red card to prove this)
and as such it should be a claim handled and paid out by RM0 -

Whoever's mistake it is, the service was paid and begun from the sender, if it doesn't get to the destination then the service is not complete, Royal Mail are the contract delivery company of the sender - they are delivering under contract from the USPS - therefore Royal Mail are nothing more than a delivery agent - therefore they are only responsible to the terms of the USPS when delivering USPS mailings.0 -

however it has been done before and is the case that the recipient can claim from RM
whilst the OP can claim through Paypal it doesnt absolve RM of their responsibilities here
their member of staff didnt follow delivery protocol and as such caused the loss of the package0 -
no one said its paid for via paypal, we're still waiting for the OP to advise on how they paid it.
I still dont agree to the way in which it should be claimed - I still stand by the fact that the op ordered goods and the seller was obliged to have them delivered.
Therefore the recipient claims from the sender and the sender claims from thier suppliers.0 -

If you do a CC chargeback or paypal claim, they won't be paying out their money. They will refund you then claim the money back from the sender, who in turn should try to claim it from USPS (who may try to claim from RM).0
