Noisy and nasty neighbour - is this a good plan?

Two months ago I moved out of my top floor apartment and it ended two years of noise from the residents below, I know "exactly" what you're going through and it's awful. The middle aged woman below me had a hearing aide so spoke really loud when she was on the phone, I could actually hear her word for word. She used to work split shifts getting home around 11.30pm and then she would often bang and crash around the apartment, I can only think she was tidying up and cleaning but why past midnight!
The woman in her mid 20's two below me was bad as well, she often had loads of ppl round and played loud music, one time around christmas it went on til 5.30am. We approached both of them on a couple of occassions, it did a bit of good with the old woman but not the chavvy arrogant one. This is why a Victorian terraced house should never be made into five apartments, it was'nt built for it, paper thin walls and floors. I think you just need to keep the pressure on the HA and the EH, at least if they do come round it's regular noise so they have a good chance of witnessing it. You could try recording it too.
