Dad in nursing home advice about investment.

Hello,:)
I am deputy for finance for my father who is in a nursing home.

I would really appreciate advice on where I can invest
£11,000 which is at present in a Santander Fixed Rate Bond.
It goes without saying that it must be a safe investment.
I was wondering about NSI certificates but am unsure which ones.

    Totally safe, 0.5% interest each year plus RPI.
    Five year saving but you can withdraw after one year with very little penalty.
