The general rule is that it is never cheaper at the airport. By then you are captive, you have to pay whatever they ask. Rates are high this year becasue quite a few have not renewed vehicles and there is a shortage. It might be worth checking holiday autos as a broker and see if they are any cheaper than booking direct. If Europcar operate at the airport, you often get a very good discount if you book via Easyjet's website, you don't need to be flying with Easyjet but the fact is July is peak season and there may not be many cars left. It may also depend which airport you are flying into, Toulon will have few cars in comparison to Nice or Marseilles for example.

in my experience, it's a lot more at the airport. The cheapest I've found is via the travelsupermarket.com. France in summer is very expensive for car hire.

Toulon is the airport for St Tropez, probably demand for expensive car hire is quite good.

There's a bus from the airport to Toulon, it may be cheaper there, worth a search https://www.carrentals.co.uk http://www.travelsupermarket.com/carhire.aspx

Cheapest car hire in France is from a supermarket such as HyperU or LeClerc. But you have to get there from the airport and may need a € cheque or large cash deposit.
