buyer claiming item he bought has been returned to me but I havent recieved it.

Yeah, Royal Mail website can confirm whether delivery has been attempted.
If buyer was not at home when delivery was attempted a card would have been left stating they have 1 week to collect before item is returned to sender..
If return address was on package it shouldn't take more than a couple of days to be returned (after the 1 week) Its treated as first class.
If no return address was on the package it goes to Belfast were Royal mail open the package to try and find a return address ,this may take 3-4 weeks to return to sender...
Conclusion.....
Find out whether item was delivered (or attempted)via RM website
Personally Iwould wait untill item is received back or compensated by Royal Mail before refunding.
You have done your part and He should really have made an effort to collect from Delivery Office!
Worst he could do is file a complaint with PayPal and do a chargeback!!
Let him do the Legwork not you!!0 -

1)Assuming the buyer is honest then why should they wait for the seller to be refunded before they are? A good seller (IMO) will refund then claim from RM.
2)As I said before, the buyer can only collect from sorting office if they are aware its there. 3)And leave neg feedback all for the sake of ignoring him.

Because IF CARD WAS LEFT then its the buyers fault he didn't pick up item...and find a request for a refund is unfair.
Royal Mail website will track and trace whether item was delivered or attempted delivered with exact date.
If track n trace is unavailable then I would refund buyer and make a claim against Royal Mail

If it doesn't show as received though then a paypal chargeback will be won by the buyer, so again I would say why tie up the OPs paypal account with a claim he will lose.
The buyer does not have to wait for the seller to claim from the RM as that will almost certainly put the buyer outside the paypal chargeback time of 45 days. The seller can't start an RM claim until working day 15, which at this time of year can be almost 4 weeks plus the three weeks or so it takes for RM to pay out.
