Freeholder wants to build on my roof

I am a leaseholder in a block of 11 flats. I've just learned that the freeholder (who owns 5 of the flats) wants to build on the roof. He doesn't have planning pemission yet but I'm sure he'll get it. If I can get the other leaseholders interested in buying the freehold, is it better to do this before he gets PP? Ie would PP increase the value of the freehold?
Also, I'm pretty sure the building won't cope with another layer of flats on the roof - are there any safeguards against him ruining the building?

    A structural surveyor will be the safeguard stopping him. Why would this be approved? It's your building as much as it's the freeholder.

    He'll need Planning Permission, and then Buildings Regulations compliance. The council will inspect the construction to ensure it is safe and complies with standards.

    Planning Permission will have an impact on value of freehold I imagine, as the freeholder will subsequently be able to sell aother lease.

    Read your lease thoroughly, and take advice. Whether the freeholder has the right to build is unclear.

    If you are going to try to buy the freehold I'd start the process asap if your aim is to stop the development.

    You will be able to object when the time comes, but if he gets the PP then there is nothing else you can do. There are structural engineeers who will decide if it's safe to add another level or 2 on so again this is out of your control.
    I would assume the PP would increase the price on the freehold, You should get together with the other leaseholders and pay for a professional to object for you, there are experts out there who know planning rules well and can find ways thay you will never think of.
