cover for 2 drivers insurance4carhire?

I had a global policy in 2010/11 with insurance4carhire.com to cover all my excess charges.
I wanted to renew it, but with EU cover only. However I see it only covers the person who actually hires the car, and any additional drivers added to the car hire agreement. Sometimes I drive, sometimes my husband drives and we don't always travel together if it's on short trips.
The problem with adding additional drivers is the cost eg a recent trip to France for 3 days was 31 euros for an additional driver ie husband (the insurance policy is in my name and I did the booking, so only I was covered if anything happened). 31 euros is not far off the total cost of an annual EU policy with insurance4carhire.
I can see their reasoning - they don't want just any adult to drive the hire car - but wondered if there were any policies out there that covered couples singly or jointly? AFAIK from our travels, all car hire cos charge for additional drivers these days. Certainly all the cheaper quotes had this in T&Cs. thanks
