As I said I work in LA too - and we have all departments having different phases at different times with jobs ring fenced and some made redundant. It is unique to each place - although it is a legal requirement to go through the consultation period. It might be that you are in a different phase due to scales and job descriptions - if the first phase is finished and you enter yours you may be able to go for those vacant jobs. I would ask lots of questions to gain as much information as possible as it will be your work place that has the answer0
