Why can't I leave a non paying bidder negative feedback??

I sold a small toddlers slide on eBay. I emailed the winning bidder on the Thursday to ask when he would like to collect he emailed back asking if he would need a van or did it collapse??? This is where I first got worried, if he had read the description properly detailing the dimensions, he would realise that unless he drove a mini, no he wouldn't need a van. I replied saying no and he said he would collect Tuesday. He didn't turn up Tuesday, I tried to be nice emailed again asking when he was planning on coming... No reply! What made me mad is this guy is a power seller of computer games and clearly on eBay every single day, so it wasn't like he wasn't getting the messages. Gave him till the Sunday, 10 days after he won the auction and then I reported him as non paying bidder and relisted the slide. I now try to leave him some negative feedback and it will only let me leave positive?? Why???

Sellers haven't been able to leave negatives for buyers for ages.

As long as you went through with the full NPB case then he will receive a strike, 2 of them in a year & he'll be unable to bid on most listings. As a power seller he should know that, so I'm surprised that he didn't go through with the purchase & that he's selling & buying on the one account.
Make sure that you have your buyer requirements set up tight.
