As I entered the road the sign post was for pay and display and I didn't bother properly reading the sign post which followed believing it was also P&D. The areas I usually park have an arrow displaying which side of the road is P&D and which is residents, which this one did not have so I assumed it was the same sign post while glimpsing at it. Not sure what grounds that is..perhaps insufficient signage? I have the P&D ticket as proof. I genuinely thought it was P&D..I'm not going to read every sign post across the road, it should really be clear.

Other option is faded lines..I guess that's a better option right?

ok, i agree, so the two things are:

    1. insufficiant / confusing signage

    2. insufficiant clear road markings

    is that correct?

The best option has been given to you already. Ask for appeal help on pepipoo and show them the PCN front and back (just blank out the car reg and PCN numbers).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
