Parking ticket not applied to vehicle

HI, I recently received a parking ticket for parking in a residents zone (even though paying for a pay and display ticket. I was still within my time, and it turns out the pay and display was only the first 3 spaces in that road.
Anyhow, I turned up as the warden was issuing the ticket (by Ealing council) and he did not fix the ticket to my vehicle, but instead handed it over. Is it a legal requirement for the officer to fix the ticket to my vihicle, can i appeal under them grounds and say the ticket was not displayed on my car?
Appreciate any advice/help. Thanks

No. It's not a legal requirement. He handed you the ticket after you'd identified yourself as the driver. Perfectly legal in my view.0

sorry simon, but the op is correct, the Parking Enforcement Officer no longer has to attch the fine to your window screen. Even if you drove off, the council can now send the ticket through the post. Do you think you have some grounds to appeal?Trinidad - I have a number of needs. Don't shoot me down if i get something wrong!!0

argh. Well I entered the road reading a sign for pay and display so I took the first available space not realising it was the first 3 spaces only. There was infact other signs where I had parked that did show it was permit holders only but I didn't bother to read them properly on the basis they were all the same. The timing for both signs were also the same and they both had the blue 'P' sign which confused me. I DID pay for the pay and display ticket and it was visible, i even returned to my vehicle 20 mins before it had expired only to see the officer issuing my penalty ticket, but I did park in a residents parking area so unfortunately I did park illegally, but I did not intend to.
I will appeal anyway and see where it gets me. Cheers0 -
ok, just a suggestion, take pictures of the roads and signs as signs are meant to be as clear and unconfusing as possible. Also, do you still have the ticket you displayed in the window, enclose that. Lastly you dont have to wait, you can appeal right away before the 14 day half price fine. send them appeal within the 14 days, and the 14 days will restart if they dont uphold your complaintTrinidad - I have a number of needs. Yep I have kept the ticket, so will include that in the letter I send as evidence. Great, so I have nothing to lose, apart from delaying the payment if they refuse..still in my favour

A Penalty charge Notice can be issued any 1 of 3 ways.
Attached to windscreen
Handed to driver
Postal PCN (looks similar to a NTO), if you drive off (VDA) by not accepting the PCN or if the CEO is threatened.
Signage or ambiguity of the area would be your best approach of an appeal.0 -
