    I dont want a slanging match with others on the site so I address this reply to Moose who asked the question.

    I fully understand what you wish to do. Unfortunately, because you are removing the uPVC windows that have been forced into the existing boxes, YOU ARE REMOVING A WINDOW and therefore it is reportable to Fensa (or any other competent person scheme or the LABC deptartment) even if you intend to reinstate the sashes which were previously removed.

    Had the original sashes been replaced with new sashes then it wouldnt need to be reported.

    Inserts (as you have described) whether PVC, timber or Ali into existing frames are also reportable.
