The LibDems were in sniping mode and he was pretty dismissive of their taunts, claiming that they never voted for any tough legislation, just talked a tough game.0 -

I am more familiar with redress of grievance and human rights issues. It seems to me that the modern state has real trouble with enforcement. ASBOs, with the low level of proof, are one thing, but once you aim to take money off people you have to have a watertight legal case that will stand pretty rigorous tests - which also creates scope for delays.
Another issue I remember from the debate was what happens if there is a private agreement (obviously the government likes these as it means no Agency involvement) but then payments are missed.
Hutton suggested that the New Agency would come in on this, but it struck me as a likely delaying tactic by fathers.0 -
There's a brand new dept set up in my area, they ran a huge recruitment campaign lately. The grade of all the new officers mean that the vast majority, all in my area, are dealing only with technical cases/complaints. I think a new "privatised" dept will be a hell of a lot tougher than the old. The dept are crap when it comes to legalities/enforcement/repayments- across the board. I think we can rest assured that the new agency will use all the powers available to claw in the cash-one way or another. Sadly its too late for a lot of peeple, but for those that it could make a difference for, I really hope it does.RIP Floyd - 19/04/09. I know i'll see you again my best friend forever.
