CSA gets a new hat CMEC

Just seen the news update on the BBC - the CSA is to be remade as Child Maintenance and Enforcement Commission...

A lot of talk about getting tough but I think the White Paper will need careful reading to see exactly what they're going to do...

Lots of talk about imposing curfews, witholding driving licences/passports and naming/shaming websites etc...

isn't it time that ANY non paying absent parents go on a database and ANY money that is paid to them, gets maintenance due deducted at source? If we can do it with income tax, why not maintenance?

It doesn't really help those of us who have non paying self employed ex's but at least it would be a step in the right direction.

it's too easy to make paying maintenance "optional" and genuine caring parents get screwed because of it.

To Jet: Sorry - I've edited that line out...

I'm sure they could do something like that - A quick scan through the assessment section of the white paper shows that they will be working with HM Revenue and Customs and looking at the latest tax year for assessment purposes (with a 25% margin)

Although I get the impression that it might be 2014 before everything is in place (if you're already in the system)...

  • Lets hope people give the new dept a chance. The civil servant bashers on here will be over-joyed to hear that the CSA is going to be privatised.
I can't figure out why its the dept that people want to tar and feather, never the parent that thinks they have the right not to provide for the fruit of their loins? If they cant be bothered to pay for their own kid, they should have passport taken away, if they cant afford to feed and clothe their kid, why should they have holidays?
RIP Floyd - 19/04/09. I know i'll see you again my best friend forever.

I'm sure there are a lot of PWCs would like to tar and feather their ex-partners - however, I think it's because they been so badly let-down by the CSA and not received the payments they're entitled to...

Whilst I agree with your sentiment and that everyone should contribute towards their children - I'd just like them to sort the system of maintenance assessment out so that everyone is assessed under one system...

By 2014 all the existing cases will have been pulled across - that'll be 11 years after the new assessment system was supposed to come online and make things simpler...

    What a brilliant idea. :j

If only they would implement something like that over here. A freeze on bank accounts, a freeze on getting a car licence, no credit, nothing until they make child maintenance a priority rather than an option after paying out for the luxuries in life.

I would really, really love to see this happen over here. :T

I thought there were 6 regions - the SW Agency HQ is in Plymouth.

I listened to some of the debate today on Channel 81 and it was quite good. MPs are well versed in the subject because they have had to deal with so many complaints from constituents.

The tone of the debate [from MPs and from the Minister] was there there should be personal responsibility from parents.

There was a some moaning about how many men worked for cash which was not recorded or part of the maintenance payment.

But Hutton had taken the decision not to have collection by HMRevenue & Customs. I guess because earnings information gets out of date so quickly.

I hate to think of the public resources wasted on the CSA to date.

Just look at the complex complaints procedure - and heaven knows there have been enough cause for complaint

I predict the new superduper CMEC will be just as much a fiasco as CS1 and CS2 when it finally comes into force or perhaps I should use the word " if " instead.

I'm not saying anything more until I have read the white paper. But I'm wondering how many warning letters et al and those NRPs that pay one or two months then miss one month and so on or don't pay at all, it will take before these so - called enforcement procedures will kick in.

They already have these powers, but have failed to use them.

The Cauldron will still contain the main ingredients of chaos, maladminstration and sheer incompetence.

And as for us PWCs and NRPs, the new CMEC will make little difference as most of the children will have reached adulthood.

As for the name and shame, that's another load of crap.
