What is the safest way to access cash in Tanzania?

My daughter is going on a medical elective to work in Tanzania for four weeks in July/August. She has raised some money to buy medical supplies for the clinic she will be working at. She has been advised to buy these out there as it supports the local economy and saves her having to carry then with her.
My question is: what is the safest way for her to 'take' the money? She doesn't have a creditcard already so is there such a thing as a card which we can preload with the money so that she can access it at a bank whilst out there? If so which is the best? We have been told that visa is more widely accepted than mastercard.

For ATM/cash withdrawals worldwide, the Travelex Passport Globe, which is currently free, probably offers the best rate (1.49% off the Mastercard wholesale rate) and can be loaded in Sterling.0 -
