clutch pedal

mates boxer van broke down today - plastic clutch pedal broke.
popped down to have a look at it tonight and just out of interest i tried to move the clutch arm - the part the clutch cable goes in to to.
Absolutely solid - unable to move it with both arms.
is this normal? should he be expecting another fault after fitting the clutch pedal?

Is the pedal at the floor? That's what happens when a clutch cable snaps. If it's anything like the Xantia's setup, the Clutch pedal arm has a ratchet on it which is very weak. pedal was floating around - no tension anywere
we removed it tonight from the van to have a look at it - we were looking why it had snapped.
we followed the cable back to the the clutch arm but it would'nt move at all.
hopefully the main stealers may have one - ebay have some but 5 day deliveries0
