8Meg BT Connection Extremely Slow

OK Here is a quick summary.
Been in this house for nearly 4 years had Several Upto 8Meg Connections and normally end up with a DL speed of around 6Meg.
Last Friday noticed connection had dropped to 0.3Mpbs
after speaking with BT and them deciding yes there is / no there isn't a fault on your line, they are now sending an Engineer out next Monday.
However for the last 2 days I've done a speed test early 0600hrs BST and and am getting 6.5Mbps DL, which suggests my line is getting worse throughout the day.
Question.
WHAT CAN BT DO ABOUT IT?
Clearly this is a bandwidth /contention ratio issue. How ever would changing to another ISP resolve this issue ? bearing in mind the exchange isn't unbundled.
Also if this continues, where do I stand with BT as 0.3Mbps is below their Minimum Standard for an 8Meg Connection according to their BT Speedtest.
Who in the UK would be the best person to speak to regarding a complaint about their service.

Do you have any LLU providers at your exchange? If so, I suggest you leave BT asap and move to any LLU provider as you are pretty much guaranteed to get line speeds 24/7. On a BT (spit) ip-stream service nearly every BT exchange up and down the country comes to a halt come tea time.0 -

I'm afraid if you only experience poor speeds at certain times of the day then this is due to exchange congestion. You could ask BT support to put you on a different VP at youR exchange but it's down to pot luck if they'll do that.0 -
Seems strange that the speed has quite suddenly dropped though, if it is contention.No free lunch, and no free laptop0

My Argument is, whilst I understand download speeds are not guaranteed, I do expect at least a constant minimum Service and when this service is substandard, as shown in THEIR OWN speed test, then something should be done, especially considering this has happened overnight (all be it 5 days ago)0

Depends on who is sharing the pipe you are on. Basically your connection is shared with up to 50 other people - this is called the Contention Ratio. If they're hammering the living hell out of it, everyone could end up getting speeds lower than dialup. However this would be something gradual, not like flicking a switch.0

0600hrs speed test 6.5Mbps Download
0700hrs Speed test 3Mbps Download.
then went to work so havent tested since.0 -
