Primus Saver Phone + Broadband for £15.99 - questions

I'm doing some research for a friend who is looking to take broadband for the first time.

Primus Saver's broadband and telephone line rental (including free evening and weekend calls) service costs £30.00 to activate, then £15.99-a-month (£11 line rental + £4.99 broadband) for a minimum of 18-months. The first three months broadband is free, saving £14.97.

Sounds good, BUT...

- is it available to people who live outside "market 3" and are therefore not entitled to Plusnet's £6.49 service for example?

- is the service reliable? Any recommendations / warnings?
