If you have a mobile phone with a provider who gives unlimited internet as part of the package you could tether the mobile to the PC and use that, that is what I am doing at the moment with an unlimited allowance
Someone please tell me what money is

How do you expect to get ADSL broadband without a phone line over which to deliver the signal?
As advised above, apart from VM cable service, the only alternative is a wireless dongle
No free lunch, and no free laptop ;)

The UK currently does not do dry loop DSL i.e

it is techically possible i.e. you do not need dial tone to use ADSL
