    OP stated it was caused by storms, so wouldn't be legible to claim for financial loss in this case i believe.

    Try and find proof of your shopping ( a receipt is handy ) and usually they will just pay out as long as you don't take the mickey with costs.

    That doesn't sound like a distribution issue since that would have nothing to do with bill payment.

    Are you sure the supplier caused the cut off? If so, you need to establish why first but compensation would be based on complaint, not any guaranteed standard.

    If you find it was not the supplier, post more.
