Thanks Fluffpot, I will double check with my sparky and ask him if he can make sure whether we have the PME system in place or not.

We were more than willing to ensure our earthing arrangements were put right as we originally wanted to move a few sockets, the electrician said to us that he would not legally be able to carry out the necessary work until the supply to the main building was updated.

If we did have this sort of system in place, would he then be able to carry out the work? He quoted us one price for updating our apartment but if it turns out there isn't and we paid for it to be installed, it may be a way around.

He also did say to us that someone had tried to inadequately earth the suppliers main pyro cables by connecting an earth wire from the pyro fixing clip to the metallic service cut out (?)

He said that particular bit of work on the main building was the work of a 'cowboy' and was very unprofessionally done. Do you think that might have anything to do with the good earth readings?

Edit: I've just been reading up a little on the PME systems and from my little understanding, it seems it might be what has happened in our building

I think I will firstly ask him about it. The sparky grew up with my OH so we do trust him but I agree there's no harm in asking for second opinions which we haven't done yet as we paid for the periodic report

If the management company will do any upgrades then everyone in the block will be charged for this.
