Help - I've lost t'internet!

On my laptop when I press Start - Internet - instead of IE popping up I get the Internet Options screen. How do I change this please?

When the security warning appears can you take a screenshot (Alt + Print Screen) then open paint and press Ctrl + V (or Paste from the edit menu) then save to the desktop and upload to http://imgur.com/ there and post the link once done.
