So she's registered but doesn't have an official statement, am I right?
If this is the case, you can yourself request a statutory assessment, this is what i did with help from my PPA (Parent Partnership Advisor). It took 2 attempts, first time I did it on my own. They can guide you through the process, the only downside is the time it takes to get it. 6 months!
Once you put in this request, you are allocated an Ed Psych to assess your child.
If it's any consolation, I've had social services, school pead, doctors, teachers (plus head's) Ed Auth, CAMHS, Ed Psych, PPA and even had my ds fostered temporary just to give me a break from him. All these services have been involved since 2006, most since 2001.
It's a long and laborious process, but as parent's we do what we can for our children.
So my advice would be to request an assessment yourself, secondly contact your local education authority and ask that your child be fairly treated. Enabling her to resit her exams with the reader she rightly needs. If they fail to meet your demands, contact OFSTED and let them know you will be doing so if they won't back down. They will soon get themselves into gear, as they will not want the school to go through more OFSTED reports than necessary.
