    He will travel where he needs to, but it will have to be on public transport

    I don't think there's any need for sarcasm - there probably are some of those places where the OP lives (unless it's very rural?) but hadn't you considered the fact that those places might already have all the staff they need right now, or might want people with experience? When I left school most of those sort of places near my home didn't want someone like me as they required experience, which obviously as someone looking for my first job I didn't have! My first proper job was in an office which didn't want any experience, they just wanted someone with working fingers to press the photocopier buttons...

    Having worked at least 30 hours a week since the age of 15 I find this very very hard to believe. For a start, 18 year olds are cheap and easier to train than older adults ;)

    plus they(they beeing teenagers) arent set in they're ways like older people (nothing wrong with being set in your ways)

    OP are there no retail parks, business parks around that can be easily walked to or on a bus route ?
