Which mags are they in, never seen em personally, some of these smaller companies are really good because of low overheads.
Bigger companies like Novatech you pay more but you get more service (unless it's a TFT with 1 dead pixel) then they hide behind the usual crap about it's not dead unless there's 3

The one I have is better than I need and I'm passing it on to my kids for gaming, and buying one that's lower spec - I just use it for web, email, Office, little bit of sound file editing, listening to music via itunes...
I have to get a PC I can use without others being on it all the time!

I'd look in the range of 350-450 for the PC
If you want it to be built *and supported* locally, you may need to add an extra £100 on the price since smaller companies usually have to make the money somewhere.

Windows 7 Home Prem - £90

2TB Hard Disk - £60
Comes to around £420 and it's more than powerful enough to suit your needs
I'd recommend a dedicated graphics card to offload the work from the CPU. If you are on a tight budget, get one with onboard graphics.
You should do it DIY, I think it's a great experience for anyone building their own PC from start to finish regardless of their knowledge. It's great fun and you don't need to worry about supporting it

Fixing PC aren't exactly rocket science tbh. There's guides all over, I'm posting how to vids on youtube for building atm, just currently assembling my components via ebay since I'm being a cheapoOwner of andrewhope.co.uk, hate cars and love them
